A
major objective of this component is to make the public
service more demand driven and accountable. A concurrent
objective is to enhance its sustainability by fostering
a new division of labour between Govt. departments, the
private sector, NGO's and farmers organization. The strategy
adopted to achieve this objective incorporates the increased
involvement of farmers in the technology development and
dissemination process through farmers' Self Help Groups
(FSHGs). In addition the government line departments are
being facilitated to focus available resources on dissemination
of 'Knowledge" based technologies. They would phase
out direct involvement in production and activities directly
related to input supply, which the private institutions
can provide in a more cost-effective manner. The shift in
responsibilities of the public institutions would require
policy changes and withdrawal of subsidies as well as diminishing
of government's involvement in providing production inputs
to farmers, such as planting material, artificial insemination
etc. In the context of this overall approach to technology
dissemination, the focal point of the public and private
interventions to accelerate intensification and diversification
of production systems would be farmers and their organizations.
Under this system, support would be provided to Department
of Agriculture, Horticulture, Sericulture, Animal Husbandry
and Dairy to carry out the new responsibilities through
a strengthened technical and management system that would
be decentralized and for "Broad-basing" the public
extension system. Specific activities to be undertaken by
the departments are:

RATIONALISATION AND RE-ORIENTATION OF PUBLIC EXTENSION SERVICES |

Support for capacity building of the line departments to initiate
farming systems approach to technology dissemination. |

Under
this activities, the staff of line departments, KVKs, KGKs,
and selected zonal research stations are responsible for
validating the recommendations to address technical constraints
faced by farmers in intensification and diversification
of production systems under different agro-ecological conditions. |

Decentralization of technical and managerial decision making
|
|
Under this activity, technology dissemination teams development
and overall Strategic Research And Extension Plan (SREP)
for the district using Participatory Rural Appraisal (PRA),
Rapid Rural Appraisal (RRA) and Rapid Institutional Appraisal
(RIA) techniques. The district teams (DTs), with the
help of line departments, private sector, NGOs and farmers,
have the decision-making authority over departmental and
project resources for preparing the strategic plan for the
district and work out the Annual Action Plan (AAP)
as Agro-ecological situations (AES). The project has also
established and Agricultural Technology Management Agency(ATMA)
in the two district (Jhansi and Saharanpur) with the representation
from all the key stake holder. The objective of setting
up ATMA is for convergence of all extension activities.
ATMA is a registered society directed by a Governing Board
composed of stake holder representatives. To help and achieve
financial sustainability, revolving accounts and cost recovery
mechanisms has been established and maintained by ATMA. |

THE ROLE OF PRIVATE SECTOR IN INPUT SUPPLY AND SUPPORT SERVICES |

Private
sector would be encouraged for input supplies so as to phase
out State government subsidies aiming to full cost recovery
over the life of the Project. |

ENHANCING PARTICIPATION BY THE FARMING COMMUNITIES |

Farmers would be directly involved in identifying problems,
establishing priorities, and on farm testing of technologies
to enhance productivity. The NGOs are being involved for
motivating and mobilizing farmers for participating in project
activities and organization them into Common Interest Group.
Farmers organizations are being supported through training,
exposure visits and logistical support to take responsibility
for technology transfer activities or hire para-technicians
who can provide technical services to members establishing
close linkages with the private sector organizations.

FOR HUMAN RESOURCE DEVELOPMENT AND ENHANCED COMMUNICATION
CAPACITY |

To broaden the scope of work to cover farming systems including
support for improved on-farm land and water management practices,
the project intervention is at three levels.
a)
The State Agriculture Extension Management and Training
Institute (SAEMTI), Lucknow and the National Institute of
Agriculture Extension Management (MANAGE), Hyderabad would
provide professional skill training to extension personnel
across the line departments and the KVKs, KGKs, ZRS. SAEMTI
and MANAGE would also help to develop capacity to provide
professional skill training to KVK trainers and SMSs in
participatory rural appraisal techniques, Strategic Research
Extension Plan (SREP) preparation and Group Formation Procedures.
b) The three SAU extension directorates are being strengthened
to function as the key research-extension linkage units
on each SAU campus with scientists within the research system,
and to forward technical information and participate in
technical training for KVK trainers and district level SMSs.
c) At the district level, project resources are being used
to finance equipment, vehicle and training packages to strengthen
the training and communication capacity of each line department. |
