The main objective of this component is to augment and strengthen on-going research activities so that they can provide better technological base for the production systems. The specific activities to be supported include:

  ENHANCING RESEARCH COORDINATION
 

U.P. Council of Agriculture Research (UPCAR) is being strengthen to provide policy guidance and develop a long-term strategic plan for agricultural research and an agricultural information system for the state. It would also be supported to promote and facilitate inter-institutional cooperation in agricultural research. To improve the ability of UPCAR to communicate and coordinate the work programme which other agencies both within and outside the state, the project would finance incremental staffing, consultancies, training, vehicles, office equipment, computers etc.
Capacity building of SAU's would be undertaken through training, technical assistance, providing additional staff and equipment.

  COMPETITIVE AGRICULTURAL RESEARCH PROGRAMME (CARP)
 

It has been established under UPCAR to commence a process aimed at enhancing the quality, relevance and accountability of agricultural research. Project is financing CARP for taking up the problem-oriented multi-disciplinary research programmes specifically aimed at addressing key production and processing constraints research founds would be available through open competition to the SAU's Zonal Research Station and Substation, agricultural faculties of general universities in the state, agricultural college, ICAR and CSIR national institutes, private sector institutions and non-governmental organization operating in U.P. Research proposal would have to meet specified criteria such as their relevance to UPDASP objective and priorities, resource constraints and preferences of procedures, the likelihood of successful outcomes.

  STRENGTHENING OF RESEARCH SUPPORT FOR TECHNOLOGY DISSEMINATION ACTIVITIES
  Improving Research-extension-Farmer Linkages
 

The objective of this activity would be to improve technology transfer and provide feed back on farmers' needs and conditions to the research system. This includes On-Farm Research, Validation and Demonstration activities at the KVKs/KGKs in collaboration with line department extension agencies. Mechanism strengthens strong linkage with the line department extension agencies and farmers' groups.

  Enhancing availability of improved genetic stock for higher productivity
 

The project support the activity undertaken by SAU's and/or line departments to conserve and increase availability of elite genetic stock of breeds/crops for adoption by growers like Livestock Germplasm Enhancement, Open Nucleus Breeding System(ONBS), Broadening genetic base and availability of improved varieties of horticultural crops.
