It is aimed to encourage greater private sector participation in input arrangement and post harvest activities through establishment of Project Development Facility (PDF) and privatization of services which include promotion of private nurseries, vets, paraworkers and farm polyclinics.

A project Development facility would be set up under the project to assist potential private sector investors in exploiting market led opportunities for agro industrial development in UP. In the initial years PDF would focus on promotional and development functions of encouraging and facilitating increased private investment in agro-industrial ventures through dissemination of information, advice and guidance. PDF would gradually transform its role to provision of commercial services for a fee, so that by the end of the period, it becomes a self sustaining entity.

As a part of privatization of extension services, two NGOs for two blocks of Phulpur in Allahabad & Chakrata in Dehradun have been engaged to take up the extension activities also apart from community participation.
